The federal government sets aside nearly $3 Billion annually to fund the early-stage development of new high-tech ideas being pursued by the nation’s most-innovative small firms.  The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs are focused on funding high-risk, high-payoff research projects that have significant commercial potential.  About 30% to 40% of this funding is awarded through the nation’s largest GRANT agencies (e.g., NIH, NSF, USDA, DOE).

The “Phase I” and “Phase II” funding mechanisms of the SBIR/STTR programs are focused on providing the up-front funding needed for pursuing innovative R&D.  This is the kind of high-risk money that the private sector seldom provides for the pursuit of new ideas.  Phase I “proof of concept” projects are typically funded for between $100K and $225K, with some going up to $300K.  Follow-on Phase II projects are typically funded for anywhere between $300K and $2 million, with the amount at most agencies being between $600K and $1.5 million.

This unique federal funding opportunity is competitive and complex.  It is important for potential applicants to understand the basics of SBIR/STTR funding programs and the varied opportunities offered by the 11 participating federal agencies. One of the key distinctions among the various agency programs is that some fund GRANTS and some fund CONTRACTS.  There are significant differences between grants and contracts as funding instruments—and between grant agencies and their interests/missions and those of contract agencies.
